In San Francisco, this sign would definitely have a different meaning that what I think is intended here.

What is the intended meaning here...? A bar, with ladies with gents.... might not be such a different meaning in the end...

Actually, "saloon" = salon, in Bhutan. And "cum" often means one thing becoming something else... so in SF, I'm thinking this would be a bar for transsexuals...
